o SW District Council notes:

1. The Alaska Way Viaduct Open House will be Feb. 12 (5:30 gathering, 6:30 meeting) at Cooper School (on Delridge) re. construction, interim arrangements, etc.
2. Seattle Department of Transportation will be conducting studies of 6 selected neighborhoods per year re. parking concerns, commercial zone parking, neighborhood long-range planning needs. W. Seattle Junction study will tale place this year, Morgan Junction neighborhood in 2010.

o Transportation Projects from the Seattle Cumulative Reserve Fund which have been approved for Morgan neighborhood for 2007 are:

Electronic Speed Display signage for Fauntleroy Ave (2 units)

Improvements to Solstice Park - lighting, access, picnic tables, safety

 

Applications are now being taken for 2008 projects. Previously requested items include:

1. Pedestrian improvements for Morgan Park,

o Plans are under way for a 2008 Morgan Community Carnival/Festival next Summer. Funds are available to persons who might coordinate planning and programs. Contact MoCA Council.



Live Work Units: Mark Knoll of Knoll Development, presented plans for 14 Live/Work units being developed nr. Graham & California (6021 California SW). These units are constructed under newly created city codes that call for combined business and residential use. Initially designed for artists' studios, small ground-floor business units have commercial standards (access, sprinklers, bathrooms, etc.) with upstairs residences. Parking needs depend on the nature of the business. Construction will begin in Fall, 2008. Other similar developments will also be taking place at nearby location.



Morgan Junction Park: Virginia Hassinger (Seattle Park Dept.) presented the single design proposal that has been developed from initial community meetings. Although the design calls for improvements that are currently beyond the budget allocation, there may be additional funds available to complete construction as planned. The plan calls for a plaza area, surrounding green space, perhaps a neighborhood kiosk, with an 8 ft. trellis/arbor along West side. Full plan will be presented at a March 12 public meeting (7:00 pm at The Kenney). Members of the community are encouraged to write the Parks Department with support of full funding for the project. Rapid Ride Project: Jack Lattemann ( This e-mail address is being protected from spambots. You need JavaScript enabled to view it ), transportation Planner for KC Metro presented plans for Rapid Ride services to be developed along current route of #54. This will be one of 5 Rapid Ride routes implemented within Seattle within 3-5 years. W. Seattle Rapid Ride will begin Sept. 2011.Features will be: fibre-optic cable for communication at all stops, more frequent service (every 10 minutes at rush hours, every 15 minutes during daytime and evening), fewer stops, traffic management (signal light coordination), 3-door buses (using pre-paid smart-card system), more security personnel. Unresolved issues: whether the Southern terminus will be at the Ferry dock or at Westwood Village; route through Alaska Junction and Avalon junction areas. West Seattle Rapid Ride Public Meeting, Southwest Library (9010 - 35th SW), Feb. 19 (6:00 to 7:30) Question: re. traffic flow and designated bus lanes? The routes will follow "most expeditious' patterns, changing with phases of the Alaska Viaduct construction project. West Seattle Trails Project: Charles Redmond presented plans for a 'draft edition' of an 18X24 folding map of W. Seattle area (trails, routes, bus connections, etc.) with listing of local community organizations. Suggestions will be welcomed for construction of the final edition. There will be public review meetings before the final edition is published. Suggestion: Need to bring community together for greater planning on trails, walkways, issues of safety and convenience. Southwest District Council Updates

Chas. Redmond reports that the West Seattle plan for 'walking routes' has been developed. Maps, information kiosks, and signage are being prepared. Three main areas are: The City College area, Graham to Lincoln Park, and Admiral plateau to Alki.

The Seattle Parks Foundation (www.seattleparksfoundation.org/project ) has released a new plan "Bands of Green", available on CD - also a CD on "Trails Only". A new West Seattle bike route plan has been developed. The West Seattle Chamber of Commerce is working on a walking map of the area, with transit sites. Summer Festival
MoCA is prepared to hire someone to coordinate 2007 efforts. If no applicant emerges by the end of May, there will be no 2007 Festival. The 2008 festival is Planned in coordination with the Gatewood School 100th anniversary celebration.

Myrtle Street Reservoir/Morgan Park Planning
At the open house on March 14, key items discussed were:

Re. Myrtle Street Reservoir: make sure the view from the highest point in Seattle is enhanced. Make sure the park is for the use of all in the neighborhood.

Both support and opposition for skate-board park.

Re. Beveredge Place Park: Make this a focal point of the community, with public art and bulletin board. At least one more open house is planned, then the design and construction processes. Completion now set for 2008.

Orchard Street Ravine
An application for a grant has been submitted to assist with cleanout of steep-slope areas..

Traffic concerns re. Paving of I 5 and closing of Sylvan Way
Re. I 5: SDOT expects heavy congestion August 10-29, repairing and repaving the expansion joints. North-bound will be narrowed to 2 lanes, with night and weekend closures.

Re. Sylvan Way: Closed from last week of May, through mid-June.

Myrtle Park Cell Tower
The new cell tower is for the expansion of the Metro Transit Communications system for emergency preparedness communications.

7204 California Ave Development
Issues have been raised by resident neighbors that the developer did not follow the CEPA plan for entire development. We have sent a letter asking that care be given re. issues of zoning, etc., and that we wanted assurance of green spaces for the Green Crescent plan.

Megawatt Garage Sale
May 12, 9:00 to 3:00 West Seattle Community Garage Sale. Over 100 anticipated individual and block sales.

Gatewood Elementary School Master Plan - Tom Gut

Playground improvement master plan has been developed through the Seattle Department of Neighborhoods grant.

Application for a large Project Grant has been made (with MoCA support) to include: Bank restoration, Playfield renewal, Big-toy construction, learning garden, re-striping of playground, and the creation of an amphitheater by widening stairs.

Some benches and safety enhancements have already been purchased.

Volunteers are needed for work parties for matching-fund hours. Check needs at gatewoodelementary.org.

2008 is the 100th anniversary of Gatewood School

Question: re. on-going maintenance?

The expectation is that the School District will assume maintenance costs, with help from volunteers.

Emergency Preparedness

June 23, 9:00 to 12:00 SNAP (Seattle Neighborhoods Actively Prepared) program briefing with police, fire department, communications/media. The major issues to be addressed are: What are the city expectations? How can we assure good communication? What's our local MoCA plan?

There will also be information for businesses (info. Re. insurance, preparedness, emergency kits, etc.)

The current plan for the MoCA neighborhood is that the emergency coordination center will be at Thriftway parking lot, with emergency kit stored there for communications, coordination of resources.

Question: re. serious injuries?

The City will open the Community Center at High Point for our greater neighborhood area. Ham radio operators will be part of the reporting processes.

Grant Applications

Small and Simple

The Orchard Street Ravine project has applied for a grant. The next deadline for Small and Simple grants is July 9.

Cumulative Reserve Fund

Grants available up to $100,000, for parks, community, traffic. Last year we submitted 2 applications: improved pedestrian access to Morgan Junction Park and Orchard St. Ravine.

Bridging the Gap

Grants up to $500,000 for transportation oriented appeals - walkways, Intersections, improvements.

CIP grants

We applied for 6 projects last year: street improvements on Fauntleroy and California, Solstice Park improvements, Bicycle lane connections to Beach Drive, electronic speed monitoring signage. For 2007 we'll add applications for bike racks, p-patch improvements, tennis court repaving -due May 18. Community input is welcomed regarding ideas.

Seattle Multi-family Zoning Update – Dennis Meier, City of Seattle Department of Planning

DPD has been re-examining zoning codes for multi-family housing. The current ordinance needs to be revamped – half of all households in Seattle are now within multi-family zoned areas, 47,000 households will be added within the next 10 years. Current zoning regulations predate the l995 comprehensive planning processes of the city. The consensus is that we need a more accessible code, one with more flexibility, providing a variety of types of multi-family housing – duplexes, triplexes, condominiums, cooperatives, townhouses, flats, stacks, etc. The current 7 zones will become collapsed into 4 or 5, with new regulations more tied to floor space size ratios, with provisions to promote design quality, open spaces for landscaping, parking space ratios. Of concern also will be provisions for low income housing, sustainability incentives, and provisions for environmental concerns. Current codes for MoCA area are for low-rise multi-family units.

Question: Will there be changes in the extent of current zoning?

The current efforts only deal with areas that are now zoned as multi-family, with no changes in zoning for single-family or business districts. Set-back requirements for single-family zones will hold for adjacent multi-family zones.

Concern: Parking regulations? The effort will be made to adapt any parking requirement changes to different areas of the city.

Question: When is the Design Review Board called for? Lots of townhouse, smaller projects are not currently subject to Design Review processes.

Question: How can we find zoning height, size limits? In the zoning codes which are on-line, in DPD, “zoning charts”

Question: Are proposed changes tailored to be equitable throughout the city? Most city growth is projected to take place within the current five ‘urban centers’. Areas of less growth will receive a greater concentration of city services.

Concern: Group (ca. 30 persons) from neighborhood opposed to proposed development of multi-family housing unit at corner of 45^th and Juneau. Response: That property would require re-zoning for it to become multi-family units. The City Council has tight controls on that process – changing the code and criteria is very difficult. Public notice will be given of any proposals for zoning changes.

There has only been one major crime in neighborhood recently, apart from minor theft and car

prowls. The cooperation of the city and County has created a much better situation for crime

in White Center area.

Concern: recent fatality of bicyclist on 35^th, other fatality accidents in area. Driver was cited for not yielding right-of-way.

Concern: need for speed signs on Fauntleroy near Fairmont school. We need more data on this. Also concerns for light at blind intersection at Fauntleroy and Graham.

CIP and CRF applications – Stan Lock, SW Seattle Service Center

16 projects in W Seattle were nominated for Capital Improvement Program grants. The city has reviewed the list. At the end of 2006, a short list will be issued for city department budgets. Other items will be held for future possible action. 6 items have been prioritized by SW District committee.

9 projects have been proposed from the SW District for Cumulative Reserve Fund grants, 5 of which were prioritized within the District Council. The top 3 will be funded (sidewalk at Arbor Hts. Elem. School, crosswalk on Admiral, traffic circle on Fairmount.

 

Question: Who pays for traffic circles? Depends on number of accidents, neighborhood requests, resources, etc.

 

Concern re zoning changes for development at 4515 SW Juneau.

Neighborhood has received information re zoning change for 4 units of housing. (SE corner of 46^th and Juneau). All 30+ persons attending this meeting were opposed. MoCA will write a letter to DPD asking for more information, requesting public hearings, and clarification on process of any zoning change applications.

Announcements:

• Morgan Festival Sept. 17 was very successful – about 500 attending. We need volunteers to assist with the next festival. The current plan is to hold festivals on a 2 year cycle.

• Orchard Street Ravine Park – a letter has been received (distributed) that recommends a trail through the park to link 38^th St. to cul-de-sac.

• Morgan Plaza – Public Planning will take place during the 2^nd quarter of 2007

• Myrtle St. Reservoir Park – Public Planning will take place during 1^st quarter of 2007

• Lowman Beach Pump Station – Upgrading of electrical equipment will be done soon, with little disruption. Major construction will take place a year from now.

• Neighborhood Business District Strategy – Note City Council Bills CB 115745 and CB 115746 on-line “Commercial Code Revisions”.

a.. Neighborhood Business District Strategy - Meetings continue re. NBDS zoning change proposals. Of current discussion are "Green Factor" planning for open space planning, single family residences at ground-floor in business zones (currently allowed only on arterials), and reductions in parking space allowances. b.. Gatewood Elementary Playgroup Improvement - A "Small & Simple" grant has been approved, a landscape architect has been hired, and community public hearings have been held. The improvements will include an amphitheatre type arena, look-out areas, and a new school/park sign on Frontenac. Fund raising efforts will take place this Fall. c.. Orchard Street Ravine - the vegetation management team is not working. The lower trail will be narrowed to preserve existing habitat. Work parties are scheduled for August 12 and Sept. 9 (mostly working on blackberry vine removal). The final trails plan include key issues and cost information for two trail options (one to 38th Street and another to Orchard Street). The results of the plan will be help at a public meeting on August 21 (6:30 to 8:00 at High Point Community Center, 6920 34th Ave SW) The Orchard Street Ravine option was the most expensive option. d.. Capital Improvement Projects/Community Reserve Fund Applications - in process of being prioritized and will be approved my Council and Mayor in Fall, 06. The CRF candidates initially include two candidate projects: 1) Orchard Street Ravine Pedestrian Access Improvements, and 2) Morgan Junction Park Pedestrian Access Improvements. e.. Lowman Beach improvements project - The King County Wastewater Treatment Commission is replacing and upgrading several pump stations in W. Seattle. Activity at Lowman Beach Park station will be the replacement of electrical systems in September, followed by more extensive construction later in the year. Seattle Police Department: Officer Mark Spadoni, SW Precinct (206 233-1549) The current speed monitoring sign is slowing the off-ferry traffic on Fauntleroy - it will be permanent. Similar speed monitoring signs are suggested for other sites along Fauntleroy. Concerns expressed re. late-night teen activities at Solstice and Lowman Beach Parks. Also concerns re. late-night drag-racing activity at the Morgan Junction. The Police van is still available, but not used as much due to manpower costs.

Disaster Preparedness: Cindi Barker ( This e-mail address is being protected from spambots. You need JavaScript enabled to view it ) Seattle Police Dept. has prepared an inventory of neighborhood resources, facilities, personnel expertise, and other resources for disaster response and recovery. It includes the 18 blocks of zoned business district. Also noted will be areas of risk and hazard. This resource is currently being prepared by the Police Dept. for distribution to block-watch contact persons.

Washington State Ferry Plan Update: Gary Dawson, Fauntleroy Community Association The Ferry Advisory Committee of South-Sound (contact through MoCA website for meeting information) is now working to enhance passenger-only services for Vashon/Southworth Ferry. The Joint Transportation Committee of the state legislature worked for a year, but the state will not finance passenger-only services. Water-taxi services (financed locally) are expected to expand. According to the long-range plan published in early 2006, it is hoped that the Southworth ferry services will run directly downtown, leaving only Vashon Island ferry services at the current neighborhood dock. Eventual Vashon passenger-only ferry services would go to expanded facilities at the downtown dock, probably under County support. Meetings are being held on these and other proposals. Concerns were expressed about the environmental impact of any expanded car ferry and passenger-only ferry services at Fauntleroy dock.

High Point Development Update: Tom Phillips, Seattle Housing Authority Neighborhood model houses are now open, parks are open, and all rental housing has been built. For-sale housing units are being constructed within the next 8 months. Habitat for Humanity is one of the builders of the for-sale housing units. The entire project is getting a lot of national attention. Morgan Street will be rebuilt as a boulevard with pedestrian crossing lights just east of 34th. Discussion held re. our preferences for either an intense 24-hr closure of Morgan for about 6 months or occasional closings during construction for 12 to 18 months. Concensus of MoCA group is to get the project done with total closure. Concerns were raised re. enhanced traffic signals at Holden for detoured traffic. Efforts are still being made to include a grocery store, but the response interest is minimal, even with reduced rates and tax incentives. Corner Inn Property Redevelopment: Scott McMurray, MarSan LLC. At Northwest corner of Fauntleroy and California. Consultant (Weber Thompson, PLLC) is now developing plans for eventual construction of 3 story mixed use (ground floor retail, upper floors apartments) building, ca. 17,000 square feet on main floor. Current occupancy leases run through 2008, so design process will take place during next 2 years. Neighborhood input will be welcomed as plans proceed.

MoCA Seattle Clean and Green Event - May 20: Stan Locke Southwest Neighborhood Comm. Assn. Report made about successful event attended by Mayor Greg Nickols for clean-up activities at Solstice Park, Lowman Beach Park, and the Morgan Junction Business District. 1. Southwest District Council:

West Seattle Community Garage Sale Saturday, May 13, 2006. Megawatt will promote, coordinate, and publicize garage sales throughout West Seattle for individuals, organizations, businesses, and block-sales. For more information, contact www.megawattjunction.org or 206 938-4120.

SW Seattle Historical Society "Homes with History" tour will be held May 20, (10 to 4). Tickets are $20. Call 206 938-5293 for more information.

A special committee is being formed to deal with the issue of the North Highline annexation area. That committee includes David Della, Jan Drago, and Richard Conlin.

The City Council will begin its budget update Community Outreach process in May. Federal cutbacks are expected, so city planning processes will attempt to compensate for these losses. Watch for notices of these hearings.

2. Neighborhood Business District Strategy:


The City Council is considering changes in parking regulations next week.

Public hearings will be held on "green spaces", A focus group will take place May 4. Watch for further notice of time and location.

 

3. Lowman Beach Update:

• Repairs will begin soon and continue throughout the Summer.
• The intermodal waste transfer station will re-locate in Georgetown.

4. Morgan Spring Cleanup with the Mayor:

• Each month the Mayor selects a neighborhood in which to initiate cleanup activities. That will take place in the Morgan Community neighborhood May 20 (9:00 am start), at a site yet to be determined. The Lowman Beach area is targeted, but suggestions are welcomed for other projects. 5. Morgan Junction Festival:

6. Firestation 37 Relocation:

• The new fire station for our area will relocate near the corner of 35th and Morgan. The design phase will take place with public hearings in 2007. The current site on 35th will be preserved as a historic site.

Cumulative Reserve Fund Requests:

• Orchard Street Ravine Pedestrian Access Improvements - sidewalks, signage, pedestrian striping, etc.
• New Morgan Junction Park Pedestrian Access Improvements - wherever the Pro-Parks Morgan Junction pocket-park is located, pedestrian and traffic safety improvements will be needed, together with improved lighting and park furniture.

Capital Improvement Program Projects:

• Resurfacing/major repair of California Ave SW between SW Edmunds Street and SW Morgan/Fauntleroy Way SW

7. CIP/CRF Applications:
Applications have been made by the MoCA Board (considering current developments and the neighborhood long-range plan) for Morgan Community grants:

Cumulative Reserve Fund Requests:

• Orchard Street Ravine Pedestrian Access Improvements - sidewalks, signage, pedestrian striping, etc.
• New Morgan Junction Park Pedestrian Access Improvements - wherever the Pro-Parks Morgan Junction pocket-park is located, pedestrian and traffic safety improvements will be needed, together with improved lighting and park furniture.

Capital Improvement Program Projects:

• Resurfacing/major repair of California Ave SW between SW Edmunds Street and SW Morgan/Fauntleroy Way SW
• Resurfacing /major repair of Fauntleroy Way SW between California Ave SW and SW Alaska Street.
• Bicycle Inprovements - Bike Lane from Morgan Junction to Beach Drive
• Supplemental Funding for Morgan Junction Neighborhood Park - site improvements, landscaping, lighting, furniture, pedestrian and traffic concerns.
• Street Improvements to access the Orchard Street Ravine Open Space
• Solstice Park Improvements - lighting, invasive plant removal, benches and tables, play equipment, etc.
• Electric Speed Display signage for Fauntleroy Ave.

8. Morgan Junction Park/Monorail Property


The property of the Morgan Substation is no longer being considered. Alternate plans were presented and prioritized at an April 11 community meeting. Priorities of those attending were:

1. Acquisition of property held by Seattle Monorail - perhaps with partnership with local business.

2. Acquisition of property at 6031 California SW (currently two vacant houses)

3. Acquisition of property at 6311 California SW (currently dry-cleaner and convenience store)

9. Orchard Street Ravine:


The design of the Orchard St. Ravine ProParks project will be announced in late-June or early-July. At its Feb. 23 meeting, the Board of Commissioners of the Park Dept. voted to accept the recommendation for a flat loop trail system at the lower south end of the ravine, as well as extensive vegetation management to restore and preserve the native habitat.

Meanwhile a series of workshops will be held to discuss the Vegetation Management Plan

Seattle Police Department: Officer Ballew

Portable speed monitors are being placed throughout neighborhood, especially along Fauntleroy, to remind drivers of their speed. Suggestions of further sites in the neighborhood include SW Graham St, California near Gatewood Hill, and area around Fairmount Park School. (The intersection of Fauntleroy and Juneau is the major accident site in our neighborhood).

Re. Crime in neighborhood, car theft is down, but car-prowl activity is increasing, together with theft at ATMs and postal theft.

Puget Ridge Trail: Kate Stannard, Delridge DNDA, Charles Redmond

Survey of West Seattle trail systems; consult longfellowcreek.org re details of new system from fitness center near steel mill to the marsh south of Westwood Village. The West Duwamish trail system is the largest trail system in Seattle (Riverview trail).

Future conversations are being held to develop a trail system that connects High Point development with the Green Crescent proposed in Neighborhood Plan of MoCA.

Neighborhood Disaster Preparedness: Cindi Barker

Meetings now being held to create an area-wide strategy for disaster response. We are surveying the hazards and resources of the community, together with the talents that could be helpful in a disaster.
